Raquel has an interdisciplinary background that allows her to maintain relevant experience in the main areas of Environmental Law and Sustainability. She has obtained that experience by advising companies, government agencies, multilateral organizations and ONGs in the area of administrative procedures related to the compliance and enforcement of the environmental legislation. Also by performing environmental audits for ISO 14001/OHSAS, and environmental due diligence and risk analysis for mergers and acquisitions. Moreover, by participating in the elaboration of norms and policies in the environmental and energy sector.

Raquel has stood out for giving legal-technical advice as far as the environmental and energy are concerned. Due to her academic qualifications and work experience she has acquired a global vision of how the government operates, and she understands the rationale of industrial environmental management. In this way, she is able to identify interactions between the public and private sector, as well as how productive procedures and the environment are intertwined. Last but certainly not least, Raquel's experience in public procurement procedures and punitive administrative procedures heightens her experience and relevant views. All of this adds value to her legal analysis.

In the energy sector Raquel also has pertinent experience, either in national as well as international surroundings. She has worked on research for the Austrian Institute of Technology, International Energy Agency, British Embassy, the Latin American Energy Organization (OLADE), the Costa Rican Ministry of Environment and national corporations. Topics range from distributed generation, demand side management, energy efficiency to public participation and tariff fixation procedures before the National Regulation Agency and concessions.

Masters in Environmental Sciences, Politics, and Administration of the European Consortium of Universities: Lund (Sweden), Manchester (UK), Aegean (Greece) and Central European (Hungary), with merit (2011).
